Transaction costs

The cost of each transaction online is equivalent to the cost of the transaction when paying through the alternative channels, such as a Canberra Connect Shopfront. There are no additional charges for using the online facility. The transaction cost for individual transactions is listed either on the invoice or calculated on the form.

GST

Several ACT Government transactions are subject to GST while others are GST exempt. The Canberra Connect online payment facility produces an itemised receipt/tax invoice for those transactions that attract GST.

Payments

Duplicate payments

If you have concerns about whether or not your payment was successful or you think you may have paid twice, phone Canberra Connect on 13 22 81 with the following details:

  • Date and time of payment
  • The transaction name
  • Type of payment method used
  • Your name and contact details
  • The account or invoice number (ie infringement number, account number, licence number)

Canberra Connect will determine if a second payment has occurred and will contact you with the result. If a duplicate payment has occurred you will need to seek a refund, or arrange a credit, from the agency to which the payment was made (eg ACT Revenue Office for rates and land tax). Canberra Connect will provide contact details for the appropriate area to resolve the overpayment.

Proof of Payment

Credit card payments are processed via the Commonwealth Bank of Australia's CommWeb facility. After making a payment via this facility you will be provided with a payment receipt number, issued by the bank, proving the funds have been taken from your credit card.

You will then be returned to the Canberra Connect Payment Confirmation page where you can view your completed form and receipt. We recommend that you save and/or print this receipt for your records.

If you have any queries regarding your payment please contact Canberra Connect on 13 22 81.

Minimum System Requirements

This site uses Internet based technology. It is your responsibility to ensure that you are using a browser compatible with this site. The minimum browser requirements are:

  • Internet Explorer 7;
  • Safari 2; or
  • Firefox 3.

Once you access the site at https://forms.act.gov.au, your transaction is protected by high-strength 128 bit SSL encryption, provided you are using one of the compatible browsers listed above.

If you are using an older web browser, the strength of encryption may be lower, usually 40 bit SSL. It is strongly recommended that all users of this site upgrade their browser to versions that support 128 bit SSL encryption.

In order to save your receipt after a successful payment has been made Adobe Reader 7 or higher is required. Adobe Reader can be downloaded for free at http://get.adobe.com/reader.

If your system does not meet the above specifications the Canberra Connect Contact Centre staff can complete most transactions on your behalf and take payment by credit card over the phone. Please phone 13 22 81 for assistance.

Security

Canberra Connect has taken several steps to safeguard the integrity of its telecommunications and computing infrastructure including, but not limited to, authentication, monitoring, auditing and encryption. Security measures have been integrated into the design, implementation and day-to-day practices of the entire Canberra Connect operating environment as part of its continuing commitment to risk management.

We have security measures in place to protect the information you send to us against loss, misuse and alteration. These security measures ensure the privacy of information while it is transmitted across the Internet.

Your details, and the details of your transactions and payments, are protected by high-strength 128 bit SSL encryption provided you are using one of the compatible browsers listed above.

The Australian Government provides advice on internet security on Stay Smart Online. Stay Smart Online is designed to provide all Australian online users with practical tips and advice on e-security. This website contains basic information on how to secure your computer, best practice tips for smart transacting online, and information on keeping young people safe online.

Digital Certificates

This portal has been issued with a digital certificate by internationally recognised certificate authority Comodo. This certificate allows you to be confident that the site you are entering is the Canberra Connect Services Portal and that information you enter into the online forms is secure.

Comodo digitally signs the certificate and this signature is recognised by most commonly used browsers. The certificates also contain keys that are used to set up an SSL session which encrypts all information exchanged between your web browser and this portal. A valid certificate ensures that the security is in place and active.

Online Credit Card Processing

Canberra Connect uses the Commonwealth Bank of Australia's Secure Credit Card Payment Gateway, CommWeb. Credit card details are not collected by Canberra Connect, they are entered directly into the CommWeb system for immediate validation by the appropriate card issuer. All credit card transactions receive an identification number that is proof of the transaction's acceptance by the banking system. This identification number can be used to trace any transaction back to the credit card issuer (e.g. the bank who issued you with your MasterCard or Visa credit card).

Transactions are refused online for any credit cards reported lost, stolen, cancelled or when the credit limit has been exceeded. After you submit your credit card details, the result of the credit card payment attempt is normally displayed back to you within a short period of time.

Your details, and the details of your transactions and payments, are protected by high-strength 128 bit SSL encryption provided you are using one of the compatible browsers listed above.

Transmission Speed

The response times you experience when using the site can be affected by many different factors. A decrease in transmission speed can occur for various reasons.

For example:

  • the banking network, whilst very robust, supports many online systems around the nation, any or all of which may be putting large demands on the bank;
  • your Internet Service Provider (ISP) may be heavily loaded, as there are peak periods where usage can increase causing transmission speeds to decrease;
  • the Internet infrastructure may be congested or experiencing technical difficulties; or
  • your PC or modem may not be running at an optimum speed due to problems with your line (eg your telephone line may be old and therefore not able to sustain high Internet connection speeds).

The Canberra Connect Services Portal and online payment facility is a 24-hour service. We suggest avoiding heavily congested times such as lunchtimes and between 6:00pm to 9:00pm.
