Pawnbrokers Licence

Individuals, partnerships and companies must hold a valid licence to operate as a Pawnbroker in the ACT. To be eligible for this licence applicants (individuals, all partners in a partnership or both directors of a company) must: be 18 years of age or older and not disqualified from holding this licence. An applicant is disqualified if he or she:

    • has committed an offence against the Pawnbrokers Act 1902 or a corresponding law of a State or foreign country; or
    • has committed an offence involving fraud or dishonesty in Australia or a foreign country; or
    • has been refused a licence, or has had a licence cancelled or revoked under this Act or a corresponding law of a State.

Individual applicants holding a current licence of the same type in another State or Territory of Australia may be eligible to apply for a licence in the ACT under the mutual recognition principles. Mutual recognition does not apply to corporations or partnerships.

A number of forms are required when lodging a licence application, all of which are included in the application package. Police record checks and other documents supporting the application are required, please visit the Office of Regulatory Services website for further information. 

Office of Regulatory Services will contact the applicant when eligibility for the licence has been decided and will advise the applicant about the licence fees payable.
